The three requirements of the Tribunals are supported by how Christian Scripture describes the role of the State. First requirement, "kill you". Genesis 9:5-6 supports that the State has a mandate to punish those who have killed others. Second requirement, "take charge". 2 Samuel 21 describes a time when atonement needed to be made for innocent blood. King David as head of the State had the authority and burden to take charge and work with those wronged to determine appropriate retribution. Third requirement, "win". Romans 13:4 asserts the State "does not bear the sword in vain; for he is God's minister, an avenger to execute wrath on him who practices evil."
